Senate Bill 1107, signed into law by Gov. Rick Perry in May, mandates that any "first-time student of an institution of higher education or private or independent institution of higher education, including a transfer student," will have to have received a vaccination for meningitis 10 days prior to the start of the semester, if not within the last five years.
